Five Year Plan - Pathway to Net Zero 2030 pdf icon PDF 116 KB

Decision:

1.         That, in order to ensure that the Council has an up-to-date strategy in place to achieve Net Zero for the Council by 2030, the Five Year Plan - Pathway to Net Zero 2030 and Action Plan be agreed.

2.         That an annual update on the greenhouse gas emissions reporting and progress on the action plan be presented to the relevant Scrutiny Committee.

3.         That authority be delegated to the Director of Environment and Property to make any minor non-material editorial amendments to the Five Year Plan - Pathway to Net Zero 2030 ahead of its final publication.

Decision:

1.         That, in order to ensure the Council delivers strategic policy provision to support and direct the design, development and delivery of Heat Networks in Milton Keynes, the Heat Networks Programme Plan, attached at Annex A to the report,be approved.

2.         That the authority be delegated to the Director of Environment and Property to:

(a)        approve the Terms and Conditions of the proposed grant provided by Salix Finance on behalf of the Department of Energy Security and Net Zero (DESNZ) for the Public Sector Decarbonisation Scheme (PSDS) to enable Civic, Library and Woughton Leisure Centre boiler systems to be converted from gas to heat exchangers to receive heat from a District Heating Network; and

(b)       make non-material arrangements to the grant funding and works arrangements.

2.         That authority be delegated to the Director of Finance and Resources, in consultation with the Cabinet member for Resources and Customer Experience, to administer the Household Support Fund Programme 2025/26 and to make any necessary amendments to funding allocations to ensure that the grant is fully utilised.

3.         That the allocation of funds be subject to quarterly reviews.

Decision:

1.         That the commencement of a procurement process to establish a 3-year framework (with the option to extend for further periods not exceeding 1 year) multiple supplier Framework to support the delivery aspects of Local Welfare Provision for the period 2025/28, be approved.

2.         That authority be delegated to the Director of Finance and Resources to approve:

(a)       the award and admission of successful suppliers onto the Framework following the procurement exercise; and 

(b)       the award of call off contracts under the Framework.

Housing Repairs and Maintenance Recommissioning pdf icon PDF 141 KB

Decision:

1.         That the public and press be excluded from the meeting by virtue of Paragraph 3 (Information likely to Reveal the Financial or Business Affairs of the Authority) of Part I of Schedule 12A of the Local Government Act 1972, when the meeting considers exempt Annexes A and C to the report.

2.         That following completion of the tender process for a new Housing Repairs and Maintenance Works and Services Contract, and noting that the final contract award is subject to the outcome of the notice of proposal consultation, approval be granted for the Council to concurrently:

(a)        proceed to the next stage of consultation with its tenants and leaseholders, for a period of not less than 30 days, under the Landlord and Tenant Act 1985 and to issue a notice of proposal; and

(b)       proceed to the pre-award stage (standstill stage) with the tenderer who represents the most economically advantageous tender as evaluated and identified in exempt Annex C to the report.

3.         That authority be delegated to the Director Environment and Property to approve the award of the contract for an initial term of five years, with an option for the Council to extend the term for a further five years (up to ten years in total) having considered:

(a)        the most economically advantageous tender as evaluated and identified in exempt Annex C to the report; and

(b)       any responses or representations made from the notice of proposal consultation, in consultation with the Cabinet member.

4.         That authority be delegated to the Director Environment and Property to make any necessary decisions of a non-material nature and within any legal constraints, to facilitate the execution of the contract and to finalise arrangements for mobilisation of the services.

1.         That the public and press be excluded from the meeting by virtue of Paragraph 3 (Information relating to the Financial or Business Affairs of the Authority) of Part I of Schedule 12A of the Local Government Act 1972, in order that the meeting may consider the exempt Annexes to the report.

2.         That resource allocation and spend approval of £156,000 be approved in the 2025/2026 Capital Programme.

3.         That the use of £210,000 Tariff and S106 Council funding required to deliver both revenue and capital elements of the project be approved, to lever in £260,000 offered from external funds.

4.         That the funded Activity Programme, which sets out the budget, project delivery, timescales, outputs and benefits, be approved.

5.         That authority be delegated to the Director of Planning and Placemaking and the Director of Finance and Resources, to secure Permission to Start (PTS) from the external funder including the signing of Partnership and funding agreements with external partners.
