To approve, and the Mayor to sign as a correct record, the Minutes of the meeting of Council held on 19 February 2025.

Councillors to declare any disclosable pecuniary interests, other registerable interests, or non-registerable interests (including other pecuniary interests) they may have in the business to be transacted, and officers to declare any interests they may have in any contract to be considered.

Any petitions received by the deadline of 7.30pm on Monday 17 March 2025 will be reported at the meeting.

To receive questions and provide answers to questions received from members of the public by the deadline of 7:30 pm on Monday 17 March 2025 and any urgent questions agreed by the Mayor.

That the Statement of Gambling Principles 2025/2028 be adopted by Full Council at its next appropriate meeting.

Statement of Pay Policy Financial Year 2025-26

That Council be recommended to approve the Pay Policy Statement.

The Council is required to adopt and publish its policy statement in accordance with Section 38(1) of the Localism Act 2011. The pay policy statement sets out the Council’s approach to pay. This ensures a clear and consistent approach is taken across the Council. It reflects the current practice of the Council.

For Council to consider adopting the Officer Code of Conduct.

The public and press may be excluded from the meeting by virtue of Paragraph 3 (Information relating to the Financial or Business Affairs of the Authority) of Part 1 of Schedule 12A of the Local Government Act 1972, in order that the meeting may consider the Exempt Annex to the following item.

Integrated Care Hub

“That it be recommended to Full Council to approve additional borrowing to deliver the project in advance of the receipt from sale of property and anticipated Tariff income.”

Note: Referral is subject to a delegated decision scheduled for 18 March, and final confirmation of the additional borrowing required will follow on publication of the Delegated Decision Report, copies of which will be available on request.

That Council make the Hanslope Neighbourhood Plan Review pursuant to the provisions of Section 38(A)(4) of the Planning and Compulsory Purchase Act 2004 (PCPA).

In accordance with Access to Information Procedure Rule 17.4, to note that the Provisions for Special Urgency, as set out in Access to Information Procedure Rule 16, which provides for key decisions to be taken within the usual 5-day notice period, subject to the agreement of the Chair/Vice-Chairs of the Scrutiny Management Committee, was not used during the period 1 January 2025 to 28 February 2025.

The Council is also advised that Scrutiny Procedure Rule 16(j), which provides for the call-in procedure to not apply with the agreement of the Chair and Vice-Chairs of the Scrutiny Management Committee, was not used during the period 1 January 2025 to 28 February 2025.
