The Senior Licensing Officer advised the Sub-Committee that a hearing had been necessary to determine objections against an application for a Street Trading Consent for FishGo, Conniburrow Boulevard, Conniburrow.

During the statutory consultation, representations had been received from Great Linford Parish Council and local businesses / users of the Community Centre.

E Fisher (Senior Licensing Officer) informed the Sub-Committee that the hours applied for were 17.00 hours to 20:00 hours, Monday to Sunday, to the western end of Conniburrow Boulevard which had been close to a Community Centre.  

The Senior Licensing Officer’s recommendation had been to refuse the application.

The Applicant informed the Sub-Committee he had previously traded in Queen’s Court, centre:MK, before a fire had destroyed some of the area and trading had ceased.  He had purchased a vehicle, together with the necessary equipment, and had been ready to trade.

E Tagg and Councillor C Onan (Great Linford Parish Council) informed the Sub-Committee of their concern regarding the location of trading; the safety of patrons visiting the Community Centre; parking; and litter.  They had not objected to a trader and had proposed alternative trading locations.

The Highways team, as a consultee on the application, had not made an objection against the application but had submitted a response as agreed restrictions with the applicant, which had involved the trader relocating to a specific parking bay and only permitted the trader to serve from the side where the verge was located.

The Sub-Committee recognised that the objections raised had been reasonable and credible, and the issues raised within the objections gave reasonable cause to refuse the application in line with the Street Trading Policy as the proposed location presented a significant risk to the public in terms of highway safety, together with the risk of nuisance to members of the public due to the limited parking spaces.

RESOLVED -

The Sub-Committee resolved to refuse the application.
