That the draft Development Brief be approved for a 6-week formal consultation period.

Decision:

1.             That the improvement plans for Galley Hill area as set out in this report, linked to the regeneration of Fullers Slade, be agreed.

2.             That resource allocation and spend approval in the 2023/24 capital programme for a contribution of £93,000 towards the new access road be agreed.

3.             That resource allocation and spend approval of £150,000 in the 2023/24 capital programme for the refurbishment of the Galley Hill local centre be agreed.

4.             That costs of £57,500 for legal and professional fees related to the disposal of the site, be agreed.

5.             That authority be delegated to the Director Environment and Property to implement the following:

a)    To progress the Heads of Terms for a sale of the development land outlined at para 2.6 for the provision of a new food store, having due regard to s123 of the Local Government Act, 1972.

b)    To undertake feasibility for options to provide new community meeting space at a cost of up to £20,000.

6.      That a stakeholder working group for the purpose of discussing the community investment highlighted in this report, be established, including a MKCC Ward Councillor, a SSTC Town Councillor, a representative from GHRA, the Cabinet Member, and any other community representatives felt appropriate.

Purchase and Fit Out of New Social Care Premises

Decision:

1.             That the public and press be excluded from the meeting by virtue of paragraph 3 (Information Relating to the Financial or Business Affairs of the Authority) of Part 1 of Schedule 12A of the Local Government Act 1972.

2.             That the conditional offer of £4M made to purchase Avalon House and delegate authority to enter into agreement to buy the asset to the Director of Property and Environment, be endorsed.

3.             That resource allocation and spent approval of £6.218m in the capital programme for the purchase, subsequent fit out and associated costs of moving into Avalon House (including stamp duty), be agreed.

4.             That grant resource allocation and spend approval within the Tariff programme of £4.53M of Tariff funding set aside for social care to fund the purchase of Avalon House, the subsequent fit out and costs of moving into Avalon House, be agreed.

5.             That appropriate equality analysis, be undertaken prior to the completion of the relocation of services and the commencement of any building or redesign works.

6.             That authority be delegated to the Director Environment and Property to finalise the arrangements for the disposal and to enter into the contract with the preferred purchaser.
